A practical guide to understand what the programme covers, who can apply, and how to prepare for effective onboarding.
What is it?
The Kit de Espacios de Datos (Data Spaces Kit programme) is a national scheme to fund the effective onboarding of companies and public bodies into Data Spaces. It covers preparation, connection, and the first data product. It has a total budget of 60M€ and is part of the Plan de Impulso de Espacios de Datos Sectoriales (Plan to Promote Sectoral Data Spaces) of the Ministerio para la Transformación Digital y de la Función Pública (Ministry for Digital Transformation and the Civil Service).
Who can apply?
- Private and public entities with economic activity and Public Administrations able to carry out effective onboarding.
 - Grants are awarded in order of application (non-competitive process) until funds are exhausted.
 - Key requirement: you must prove your effective onboarding into an eligible Data Space. Eligible spaces include those under the Plan de Impulso, the Espacio Nacional de Datos de Salud (National Health Data Space), those on the Lista de Confianza (Trusted List) managed by the Dirección General del Dato (Directorate-General for Data), and any others specified in the call for proposals.
 - General requirements (summary): tax/social security compliance; de minimis limits where applicable; online application; generally one grant per beneficiary unless the call states otherwise.
 
Amounts (maximum caps)
- Companies and entities with economic activity: up to 15,000€ (effective onboarding) or up to 30,000€ (advanced effective onboarding as a provider).
 - Public Administrations: up to 25,000€ (effective) or up to 50,000€ (advanced effective onboarding as a provider).
 - Payment: single payment as per the rules, after award and justification.
 
What does it fund (and what not)?
Covered (examples):
- Identify opportunities/use cases and prepare the business plan.
 - Governance and compliance: accession contracts, permissions, privacy, and regulatory aspects.
 - Data preparation and quality, metadata, and creation of data products.
 - Technical connection to the Data Space: architecture adaptation, software, and integration in a use case.
 
Not covered (examples):
- VAT/IGIC/IPSI, hardware, civil works, telecoms/connectivity, data purchases or membership fees for Data Spaces.
 
Compatibility: not compatible with other aid that covers the same cost.
Timelines and calendar
- Eligible expenses: those incurred since 16/07/2025 (publication of the programme rules).
 - Call: the Ministry indicated summer 2025, with applications from October 2025 (processed in order of arrival).
 
How to prepare (without jargon)
Objective: reach the call with everything ready and your effective onboarding well underway.
You can do it yourself…
- Choose an eligible Data Space (TOURiLab Data Space) and confirm the fit
Check that the Data Space appears as eligible in the official catalogue (Trusted List) and validate that your use case matches its catalogue and rules. This avoids surprises and ensures your onboarding is grant-eligible. - Define the first use case with simple indicators
Pin down a specific problem (operations, revenue, customer experience, or sustainability) and agree on 2–3 success indicators (e.g., time saved, revenue, satisfaction, environmental impact). With that, draft a mini business plan and a milestone timeline. - Formalise accession (contract) and participant registration
Sign the Framework Agreement with the Data Space promoter, complete the participant registration, and keep evidence. The Certificado de Incorporación (Certificate of Incorporation) is issued by the Administration ex officio during processing; you provide evidence of effective onboarding. - Connect technically and publish/consume your first data product
Align your systems with the Data Space’s policies and interoperability, prepare data/services, and have at least one dataset or API operational (or consumption with traceability). - Prepare the evidence dossier for the grant
Get the folder ready with:- Signed accession agreement and proof of registration as a participant.
 - Catalogue record (DCAT-AP) and description of the service/dataset.
 - Evidence of publishing/consumption and initial metrics (the KPIs from step 2).
 - Activity report and basic traceability (logs/contracts/licences).
